Rand Paul said about this in a statement: “I believe the President must come to Congress to begin a war and that Congress has a duty to act. Right now, this war is illegal until Congress acts pursuant to the Constitution and authorizes it.” This is not supposed, however, to change something essential. The U.S. attitude against terrorism is based on direct action. Another lawmaker, Rep. Adam Schiff, D-California, recently declared to the media: “I believe that Congress – both Democrats and Republicans – would support a narrowly tailored authorization that gives the president the authority he needs here.” Engaging Congress will give a new Authorization to Use Military Force against ISIS and probably this will be made more clear in terms of possible action.
