The proposed bill is called SNAP Verify Act. Rep. Matt Salmon, the man who introduced it, explained: "With over $750 million in SNAP card and food trafficking fraud each year, it is time Congress take action to address the rampant waste in this program. My bill simply requires the photo identification of authorized users of SNAP electronic benefit cards at the point of transaction."
Currently there is no federal law to require photo identification when a food stamp recipient is using stamps to buy food but in some states customers using the Electronic Benefits Transfer system might already be required to offer a photograph.
