Some commentators said America’s international credibility requires that the president give Kim a clear and simple message even before they meet: regime security can be assured only by parallel tracks of denuclearization and political reform. There must be change from within, or it will come from a combination of internal and external forces. They consider Washington and Pyongyang are presenting different interpretations of what denuclearization means to the world (more on that later), and they clearly have conflicting expectations about how the mechanics would work.
The North Koreans have already indicated that one-sided concessions will inherently be a nonstarter. On the other part, , the Kim government retains a sizable stockpile of chemical weapons estimated to be in the range of 2,500 to 5,000 tons and certainly also has a biological weapons program. After all, it seems a real negotiation with North Korea will be only after a long way. The question „when ?” is difficult to have an answer right now.
