Every few minutes, small blasts could be heard inside the structure, presumably from exploding propane or welding tanks used by the workers. Maj. Gen. Rashid Thani al-Matrooshi, the director-general of Dubai Civil Defense, described the fire as an “accident” that started in a parking level of the Fountain Views building, but he had not revealed the cause. Later Sunday morning, flames still licked out of the podium level of the building. The complex is being built by Dubai-based developer Emaar Properties. The three towers are 60 floors high and they had been due to be completed in April 2018. Major fires have hit several Dubai high-rises in recent years.
