Addressing the Senate, Sen. Roberto Conde said: “The problems with consumption don’t come from the regulation the law establishes. The law establishes this regulation for the very purpose of facing the negative consequences marijuana consumption has on our society.” The Senate approved the bill. They were 16 to 13. As some of the officials of Uruguay think, this could be a historic day and not only for this country. Maybe the entire world will value the results of the new Uruguay regulations. Possibly something will change and a new mentality will form especially for teenagers. They will learn to separate the good from the bad. They will assume responsibility for their actions. At least this was the motivation for the Uruguay’s Parliament. The time to make a change will be a mater but having hope is better than having nothing.
